Central MS Planning & Development District's Area Agency on Aging has received a grant from the MS Department of Human Services to provide special services to Katrina survivors age 60 and over now living in Copiah, Hinds, Madison, Rankin, Simpson, Warren, and Yazoo counties. Cellular South is strengthening its Mississippi Gulf Coast network with $8 million in new equipment and upgrades in preparation for the approaching hurricane season.
The most significant change in 2006 is the permanent installation throughout Coastal counties of $2.5 million in microwave technology that will circumvent damaged or destroyed landline systems and ensure that wireless calls can be routed to their final destination. Cellular South successfully deployed this technology on a temporary basis following Katrina – enabling wireless users on the Coast to complete 1 million calls per day on Cellular South’s network in the first crucial days after the disaster.
Because, today, all wireless technology depends on landline systems as part of the routing process of transmitting wireless calls, the new microwave technology is critical to supporting communications during natural disasters when landline systems are inoperable.
Other hurricane preparations include:
· Adding a $2.5 million switch in Hattiesburg to further increase capacity for call volume and text messaging throughout South Mississippi. Overall, Cellular South has increased capacity in its network by 50 percent since Katrina.
The company’s permanent “microwave ring” will ensure even more reliable wireless service in any future disaster. The technology will act as a redundant system for transmitting and receiving wireless calls or data when there is any disruption in the primary routing process.
“Cellular South’s preparations for this hurricane season all are part of our goal to give customers maximum reliability from their wireless phones at the time of greatest need and to be the network our customers can count on in any situation,” said Hu Meena, company president. “We saw in a very personal way last fall that people depended on their wireless phones as a lifeline to the outside world, not just for a day, but for weeks and even months.
Cellular South’s current hurricane season preparations build on what the company learned last year when for many in Mississippi it was the first and only means of communication available during and after Hurricane Katrina. Even at the height of the storm on August 29, Cellular South never completely lost service on its network in South Mississippi. The day after the storm, Tuesday, August 30, the company’s South Mississippi network was 60 percent operational and by Friday, September 9, Cellular South’s network in South Mississippi, including the Mississippi Gulf Coast, was fully restored.
“As a Mississippi-based company, and one that brought the first wireless service to the Mississippi Gulf Coast in 1988, our response to Hurricane Katrina was a gut-level, emotional one that really hasn’t stopped yet. This is our home, and the people in need are not just customers, they’re our family, our neighbors, our friends. Cellular South is committed to the long haul, no matter what challenges our state faces now or in the future,” said Meena.
Facilitating communications in a disaster situation not only benefits Cellular South’s customers, but those of other wireless companies. During and after Katrina, Cellular South experienced a 470 percent increase in the number of minutes carried on its network on behalf of other carriers’ customers. By September 13, Cellular South’s network had carried 8.5 million minutes of usage by other wireless companies’ customers.
Cellular South’s responsiveness and actions following Hurricane Katrina have been recognized by the Mississippi Legislature through a concurrent resolution recognizing Cellular South’s service to the state during and after Katrina; Wireless Week magazine, which honored the company with its national Carrier Excellence Award; and The Newcomen Society, which recently gave Cellular South and its president, Hu Meena, one of only ten 2006 Newcomen Awards.

Before a disaster · Charge your primary wireless phone battery and secure back-up batteries and a vehicle charger in a dry, accessible location. · Program emergency numbers and contact numbers for neighbors, family and friends into your phone’s address book. · Give your contact information to those who may need it, including neighbors, family and friends. · Cellular South customers who subscribe to the BREW service can track hurricanes and other storms through Accuweather on their handset display screen. During and after a disaster · Place voice calls only when necessary. Limiting your personal calls leaves wireless networks open for 9-1-1 callers and emergency responders. · When possible, send text messages rather than placing voice calls. Text messages require less network capacity and are more likely than voice calls to reach their destination when wireless networks are overloaded. · Cellular South customers can call #STORM and non-Cellular South customers can call 1.888.790.7211 for information on the status of wireless service, retail store openings or locations of free phones kiosks in or near disaster areas. In addition to free calls for victims in a disaster zone, Cellular South also offers free battery charging services at designated locations. · Camera phone owners can use their handsets to photograph damage to their homes or businesses, store the photographs and send them to insurance agencies or other contacts.

Adopt a School Program for Affected Areas

The MS School Boards Association has also established a Hurricane Katrina Relief Fund to help schools affected by the disaster, aid displaced school employees, and return affected children to their normal classroom routines. Corruption tip line
The FBI has opened a tip line to receive
complaints of public corruption and government
fraud resulting form Hurricane Katrina
aftermath. The line, open 24 hours, seven days a
week, is 1-800-CALLFBI or 1-800-225-5324.
FBI officials said the phone lines will be
manned by bureau personnel who will collect,
analyze and investigate the information or share
it with state, local or other federal law
enforcement agencies.
Public corruption cases involve elected or
appointed officials or those under contract to a
public agency, as well as individuals who have
allegedly engaged in a corrupt scheme involving
abuse of the individual’s powers or whose
actions undermine the integrity of federal,
state or local operations, officials said.
FBI officials said the tip line will also take
calls dealing with “fraud activity and
corruption by businesses or persons engaged in
purported contract fraud, procurement or
purchasing fraud or fraud of federally-funded
programs.’’
Hurricane Katrina online scams, such as fake
donation Web sites, can be reported to the FBI’s
Web site at www.ic3.gov, while identity theft
complaints should be reported to the Federal
Trade Commission at www.ftc.gov or to the
agency’s toll-free ID theft hotline,
1-877-ID-THEFT, federal officials said.
